November 7, 2025 – The Expert Network on Economics and Sociology of Education and Training released a report that highlights strategies to increase participation in early childhood education and care, including legal entitlements, affordability measures, and flexible options, helping ensure inclusive, high-quality services for young children, particularly those under age three. The report draws on European research and case studies.
