February 27, 2026 – UNICEF released a report that revisits a core principle of the Convention on the Rights of the Child: that children’s capacity for agency grows as they develop. Drawing on neuroscience and developmental science, the report challenges policymakers, practitioners, and families to move beyond age as a proxy for capacity and treat children as active participants in decisions that shape their lives.
