February 2022 – ECDAN Knowledge Fellow, Keisha Constantino, together with her mentor, created an assessment tool to examine the administrative structures and delivery mechanisms themselves for ECD services provided by Local Government Units (LGUs) in the Philippines. The assessment tool developed is to be used by local governments to describe how existing ECCD services have been impacted by COVID-19, particularly how services and their delivery mechanisms have changed as a response to the pandemic. Furthermore, it can describe how LGUs use multisectoral and interagency approaches to coordinate ECCD players at various levels. The tool was designed to help LGUs identify gaps and weakness they need to work on towards toward strengthening and capacitating existing institutions to become more responsive to the needs of children and their families during disruptions.
The project included two phases: (1) the design phase which involves document reviews and key informant interviews and, (2) index construction and pilot-testing.
