December 18, 2025 – The Education Outcomes Fund produced a technical brief that shows how disability inclusion can be embedded in outcomes-based financing programs from the outset. The brief draws insights from Rwanda’s Nkuza Neza program. It highlights practical design choices, trade-offs and lessons learned, and offers guidance for policymakers, funders and practitioners seeking to ensure that every child is seen, supported, and able to thrive.
The brief introduces the VAST framework for inclusive ECCE system design: visibility, attunement, safety, and togetherness. Accompanying the technical brief is an inclusion checklist that takes a deeper dive into how disability inclusion can be embedded into outcomes funds in low- and middle-income countries. This checklist is primarily a tool to be used by outcomes fund designers, but also by ECCE practitioners, disability advocates, policymakers, donors, implementers, or anyone exploring how OBF can advance inclusive education.
