Harper has more than three years of experience in global non-profit operations, including subaward management, report and proposal development, solicitation management, and expense tracking. Her background in education fuels her passion for early childhood both locally and globally. Prior to joining ECDAN in 2025, Harper was a Senior Program Assistant with Digital Square at PATH. She earned her bachelor’s degree from St. Olaf College and is currently pursuing her master’s in public policy with a concentration in advanced policy analysis and a minor in population studies at the University of Minnesota’s Humphrey School of Public Affairs.

As ECDAN’s Senior Program Assistant, she manages a wide variety of operational processes to ensure high-quality outputs and effective collaboration amongst both the Secretariat and key partners.
