Carlos has been a member of the Early Childhood Education and Care (ECEC) team since 2020, where he co-led the development of the Starting Strong VII and Starting Strong VIII policy reviews and analysis of the TALIS Starting Strong 2018 international survey. Previously, he contributed to other OECD education projects on data and innovation, equity, and creativity and critical thinking skills. Carlos holds a doctorate degree in sociology from the University of Oxford.
